On January 1, 2007, Mr. Wolfe became the Managing Partner of Holland & Hart.  In this position, he reports to the Chairman of the Management Committee and the five-member committee.  He is responsible for the day-to-day management of Holland & Hart and for implementing its strategic goals and plans.

From 1980 through 1985 Mr. Wolfe represented the Wyoming State Engineer in all water rights matters in Wyoming.  He advised the State Engineer on interstate streams issues and represented the office before state and federal agencies and the courts, including the Yellowstone River Compact Commission and the Colorado and the Upper Colorado River Compact Commissions.  Mr. Wolfe handled water rights cases before the Wyoming Supreme Court and the Federal courts.  Green River Development Co. v. From 1983-1985 Mr. Wolfe was the Chief of the Natural Resources Division of the Wyoming Attorney General's Office, where he represented State environmental, energy, utility and water resources agencies.  After joining Holland & Hart, Mr. Wolfe was hired by the State of Wyoming to represent it in water rights litigation in Nebraska.  The cases concerned applications to appropriate water for instream flows and involved endangered species issues of great importance to Wyoming and its on-going Supreme Court litigation with Nebraska.  Over four weeks of trial was held in two cases covering a broad range of complex issues, including water rights modeling, hydrology, geohydrology, aquatic and terrestrial biology, and endangered species habitat.  One of the cases was appealed to the Nebraska Supreme Court and the decision of the water agency was affirmed in part and reversed in part. Central Platte Natural Resources Dist. v. State of Wyo., 245 Neb. 439, 513 N.W. 2d 847 (1994).  He also represented Wyoming before FERC and the federal courts in relicensing proceedings for hydropower projects on the North Platte. Platte River Whooping Crane Critical Habitat Maintenance Trust v. F.E.R.C., 962 F.2d 27 (D.C. Cir. 1992).

Mr. Wolfe’s current practice involves representation of natural resources clients in litigation and legislative matters.

PROFESSIONAL ACTIVITIES

Mr. Wolfe serves as the Chairman of Holland & Hart's Natural Resources Department which is an integrated group of more than 38 lawyers practicing in water rights, environmental, energy, minerals and utility law in all states in which Holland & Hart has offices.

Mr. Wolfe is the Wyoming water law reporter for the annual review of Environment, Energy, and Resources Law published by the ABA Section of Environment, Energy and Resources.  For more than 15 years he has lectured on water law to the annual Summit Bar Review course in Wyoming.

Mr. Wolfe is the author or co-author of five published law review articles, including three by the Rocky Mountain Mineral Law Institute on water law issues. He is the coauthor of Wolfe and Hager, Wyoming’s Groundwater Laws: Quantify and Quality Regulation, 14 Land and Water Law Review 39 (1989).

Mr. Wolfe was appointed by the Wyoming Governor in October 1995 to serve on the Title 39 Task Force, which was charged with rewriting and recodifying the entire Wyoming Tax Code.  This was a multi-year effort that resulted in the 1998 Wyoming Legislature adopting a completely revised tax code.
