Ms. Scoggin's practice includes several environmental and natural resource law areas including water, environmental compliance and permitting, public lands, the National Environmental Policy Act, mining, and oil and gas. She also handles some construction litigation and general tort litigation.
She has successfully defended challenges to projects before the Interior Board of Land Appeals and litigated a variety of issues in state and federal court, including water rights, NEPA, and other environmental matters. She also has experience working with many Wyoming administrative agencies, including the State Engineer's Office, the Wyoming Office of State Lands and Investments, and the Wyoming Department of Environmental Quality.
Before joining Holland & Hart's Cheyenne office in 2003, Ms. Scoggin served as an assistant Attorney General for the Wyoming Attorney General's Office where she represented the Wyoming State Engineer's Office in the Big Horn River General Adjudication. Ms. Scoggin also counseled the Wyoming State Engineer regarding water policy matters and general water law and permitting issues.
Prior to law school, Ms. Scoggin worked as a journalist and a business communications professional in Houston, Texas and Alberta, Canada.
