Water Rights


Commercial Litigation

Mr. Flangas practices primarily in the fields of commercial litigation, construction litigation, and natural resources (principally water law). As a litigator since 1984, he has tried cases before judges and juries in both State and Federal courts, and has been involved in administrative hearings and proceedings before the Nevada State Engineer and the Division of Water Resources, county commissions, city councils, and various other State and local administrative boards and bodies. Mr. Flangas was lead counsel for the private developers and Washoe County in connection with the hearings and appeals involving the Truckee Meadows Project during the period 1989-1992, which was one of Nevada’s first large scale interbasin transfer hearings, and has been actively involved in water rights transactions and litigation in Reno and Las Vegas for the last twenty years of his practice.
Mr. Flangas has handled litigation on behalf of individuals, corporate clients, business owners, contractors, developers, and lenders in Reno and Las Vegas, as well as in state courts in Carson City, Elko, Fallon, Douglas, and other rural Nevada counties. He has presented seminars on mechanic's liens, water law, and construction law, and has appeared before numerous administrative boards and bodies on land use matters involving permitting and licensing applications (zoning, master planning, special use permits), the Nevada State Engineer on water rights matters, the Nevada State Board of Medical Examiners for physician issues, and the Nevada State Board of Nursing.
Mr. Flangas has been certified by the AAA as a commercial arbitrator.
