Mr. Thorne practices in the areas of water rights and water quality law, and has chaired Holland & Hart’s water practice group since January 2001. Mr. Thorne represents clients in water court litigation and related administrative proceedings, including adjudication of water rights, changes of water rights, and complex plans for augmentation. He also assists clients with water rights acquisitions, and in negotiation of water supply contracts. Mr. Thorne often represents energy companies in the development of water supplies for new projects, including power generation facilities, wind turbine projects and natural gas pipeline and processing facilities. In addition, Mr. Thorne’s clients include municipal water providers, real estate developers, industrial water users, ranchers, farmers and special districts. Mr. Thorne also has been involved in adjudicating recreational in-channel water rights.
Mr. Thorne has substantial experience with environmental compliance matters and environmental litigation under the Clean Water Act and other federal environmental programs.
Prior to joining Holland & Hart in 1998, Mr. Thorne practiced in the Denver office of the international law firm of Gibson, Dunn & Crutcher for five years.
